中国人力资源配置机制的思考

摘    要:人力资源配置机制对人力资源投资效益及经济增长有重要影响。新中国成立以来 ,中国人力资源配置机制的演变经历了计划经济体制下的人力资源配置机制、经济体制转轨时期的人力资源配置机制、市场经济体制下的人力资源配置机制三个阶段。我国现行人力资源配置机制存在的主要问题是 :人力资源市场供给主体和需求主体没有真正到位 ;人力资源市场地域分割、条块分割严重 ;人力资源市场供需矛盾突出等。我们应从构建人力资源市场供给机制 ,实现人力资源供给主体化 ;改革人力资源需求机制 ,实现人力资源需求主体法人化 ;减少人力资源供需矛盾 ,避免人力资源闲置浪费等几方面改革与完善中国人力资源配置机制。

Abstract:The disposal mechanism of human resources has an important effect on investing benefit of human resources and economic increase. From the founding of new China till now, the evolvement of Chinese human resources disposal system has experienced the steps of the disposal system of human resources under planned economic system, the disposal mechanism of human resources during the period of changing economic system and human resources disposal mechanism under market economic system. The main problems of the present disposal system of human resources in China are: the main body of both supply and demand in human resources market are not put into right position; there are serious regional partition and stripe-and-block partition in human resources market; the contradiction between supply and demand in human resources market is eminent etc. We should reform and perfect the disposal system of human resources in China from the aspects of constructing the supply system of human resources market, to reestablish the status of the main body of human resources supplier, reforming the demand system of human resources, to establish the corporation status of the main body of human resources demand, reduce the contradiction between supply and demand of human resources, to avoid setting aside and wasting human resources.
