| 摘 要： | 结合改革工作实践，探讨了计划生育综合改革与统筹解决人口问题面临的几个问题，指出：统筹解决人口问题是目标，而计划生育综合改革是实现目标的手段。计划生育综合改革牵涉到体制改革与机制创新，体制改革是自上而下，而机制创新则是自下而上，体制改革与机制创新是先后有序、上下联动、协调推行的过程。同时就计划生育综合改革提出了若干建议。
