中国公共外交模式探析

在当今的国际关系中,公共外交已经成为塑造、传播国家形象,提升国家国际地位的重要手段。进入新世纪以来,中国在借鉴他国经验的基础上逐渐形成了以危机反应、"战略沟通"项目和文化外交为主要内容的符合中国实际的公共外交模式。相比较而言,公共外交的危机反应更多的是一种被动的应急策略,灾难外交是其主要形式;中国的"战略沟通"项目主要体现在"文化年(国家年)"项目的运作上,把关于中国的信息与中国文化有效的结合起来,有利于中国形象的展示;孔子学院是目前中国推行文化外交的主要方式,因其双向互动的特点更容易为他国的公众所接受,从而成为中国着力构建的公共外交模式。

An Analysis on China’s Public Diplomacy Mode

In the 21st century,public diplomacy is playing an important role in shaping,spreading national image.In this era,we have been forming China’s public diplomacy mode consists of crisis reaction,strategic communication and cultural diplomacy gradually.By comparison,crisis reaction of public diplomacy is a kind of passive emergency strategy most of the time.Disaster diplomacy is the main form of crisis reaction.Strategic communication of China mainly reflects in "cultural(national) year" project.It combines the information about China to Chinese culture in favor of displaying China’s national image.Confucius Institute is the main mode of China cultural diplomacy at present.It is also the most important public diplomacy mode for China to build in the future.
