上海房地产市场“三个为主”实施情况研究

当前上海处于“四个中心”建设的关键时期，国内外经济形势发生了根本性转变。为构建和谐社会、和谐城市的需要，国家和上海都加大了住房保障和旧区（棚户区）改造等关系改善居民住房条件的工作力度，要求房地产行业继续发挥改善民生的重大作用。在这些新形势下，上海必须审时度势，将长期坚持的“三个为主”政策原则进行内涵丰富、拓展外延，进而提升到统领整个房地产业的指导思想。

Research on the implementation of "Three essentials" in Shanghais real estate market

Shanghai is now in the critical period of the construction of ＂four centers＂ and the domestic and international economic situation has undergone fundamental changes. To build harmonious society and city, China and Shanghai have both increased the efforts to improve the housing conditions of city residents and continue to let real estate industry to play a major role in improving peoples livelihood. Shanghai should further adhere to the ＂three essentials＂ and rich the content and expand the outreach of the essentials and use the essentials to guide the entire real estate industry.
