| 摘 要： | 江总书记“以德治国”的重要思想 ,是站在新世纪的高度 ,对传统治国理论的扬弃和现实社会的紧密结合而得出的真理性命题。“以德治国”思想是对中外历史治国经验的科学总结 ,符合中国民族特殊心理的国情而提出来的 ,并与传统和外国德治有本质区别 ;“以德治国”思想既是我国社会主义性质决定的必然论断 ,也是推进我国改革开放和现代化建设的迫切需求 ,是实现社会主义初级阶段的基本纲要的客观需要。

| Abstract: | The important idea of "governing the country with virtue", proposed by Jiang Zemin, General Secretary of Communist Party of China, is an improvement on the traditional theory for governing the country. This concept is a proposition of truth raised according to the present social conditions. This paper discusses the background and significance of this important idea. |
