西方服务型政府理论的前在预设及借鉴

西方服务型政府理论是从传统官僚型政府理论、管理型政府理论中演化来的,它超越了传统政府理论中政府本位的思维模式,把公民作为理论核心和指导原则。它一方面从公民维度预设了人是公共管理的目的,由此作出了公共行政中公民本位的预设,并预设了由公民主导的公共空间;另一方面,从政府维度出发,它又作了多元责任预设和公共人预设。西方服务型政府理论有创新和可取之处,但也存在缺陷,我国服务型政府建设可借鉴其长处,但也要避其短处。
