| 摘 要： | 从传播学的角度来看传媒改革 ,存在错综复杂的问题 :官本位严重 ;行政色彩强 ;人力资源配置随意 ;浪费现象严重 ;知识分子难进入传媒等。解决这些问题 ,首先要在观念的层面上进行 ,以观念战胜观念。例如正确理解“政治家办报” ;树立市场观和经营观 ;改变传媒产业法人性质、市场角色模糊不清的情况 ;转换政府的文化行政职能 ;实行传媒业内部人力资源的“养用分离” ;健全新闻法规和其他有关法律 ,实现新闻法治。构建一个“科学、高效、公正”的传媒产业运行机制

| Abstract: | Viewing media reform at communication angle,there are complex problems-serious official departmental selfishess;strong color of administration;abitrary disposition of human resources;sevious waste;intellectuals' inaccessibilty to media.In order to solve these problems,above all to be carried out in notion,conquering one notion by another.For example,to have a correct understanding of statesmans running a acwspaper;To acquire market and management outlook;To change the character of the media industry corporation and vagueness of the market;To transform the cultural administratice function of the government;To implement separation between personnel mangegment and post engagement of human resources within the media;To amplify news regulation's and other relative laws realizing law of news;To constract a scientific,efficient and just operating system of media industry. |
