论加强政府信用建设

政府信用是政府存在和发展的基础。加强政府信用建设,就是要以建设“有限、责任、法治、透明、公正”的信用政府为目标,构建政府职能明确、配置科学合理、适合市场经济发展要求的有限政府;建设依法行政、行为规范的法治政府;建设职、责、权、利统一的运行高效、监督有力、服务周到的责任政府;建设决策、执行、监督的信息公开的程序科学合理、民主参与、公开透明的透明政府;建设政企、政市、政事、政社分开的管理服务与部门利益分离的以保持社会公开、公平、公正为己任的中立政府。
