西部大开发与政府管理创新

我国西部大开发面临新形势，现行政府管理体制和管理行为远远不能适应西部大开发新形势的需要，必须进行政府管理体制的改革和管理行为的创新。为此，应当学习和借鉴西方70年代以来的公共行政改革运动中取得的新公共政策管理、新公共行政管理和新公共管理的好经验。当然，学习和借鉴应当与我国国情结合，才能有效进行政府管理体制改革和管理行为创新。

Development of the West Regions and Innovation of Governmental Administration

In this article, the new situation facing the development of West China is analyzed, which shows the present governmental administration system and behavior can not meet the needs of development of West China, so innovation of governmental administration system and behavior is indispensable. We should absorb and draw on the good experiences having been accumulated by western countries in new public policy administration, new pulic administration and new public management in public administration innovation activities since 1970. Certainly, it is not merely a matter of blindly copying, but of combining imitation with innovation so as to be suited to the specific conditions of China.
