加快经济增长方式转变关键在政府推动制度变迁

本文剖析了资源紧缺与资源低价、低效利用并存的现象,指出这是人为扭曲资源价格造成的。其形式是政府价格管制,实质是公共领域的租值耗散。通过对粗放型经济增长方式的分类,阐明我国粗放型经济增长方式是制度安排引致的,而制度变迁的长期性正是我国经济增长方式难以转变的根本原因。由此提出政府推动制度强制性变迁,加快经济增长方式转变的建议。

Institutional Reform Forced by Government is the Key to Change the Mode of Economic Growth

This paper analyzes the coexistence of lack of resources, low-price of resources, and the inefficient utilization of resources.This is caused by distorted pricing of resources. The pricing is regulated by the government and in fact most resources are dissipated in public sectors.Classifying the modes of extensive economic growth, we think this is caused by the institutional arrangement.The protracted nature of institutional change is the fundamental cause.This paper proposes that the government should force institutional changes to speed up the change of mode of economic growth.
