国共双方重庆谈判实力以及中共谈判策略述论

摘    要:从制约国共重庆谈判实力的各因素分析,谈判前夕中共除谈判人员水平能力一条外,其余均处于劣势:军事实力国大共小、对谈判本身需要程度较高、对对方苛刻的谈判条件无法满足也不允许满足、谈判环境于己既有利也有弊,从而使整体上居于相对不利地位.谈判之所以最终能够签订<双十协定>,一个十分重要的原因在于毛泽东、周恩来等成功运用谈判策略弥补了谈判综合实力的不足:精心准备,不打无准备之仗;出其不意惠临重庆,打乱对方部署;重视谈判气氛的营造、抢先进行较高报价、有理有利有节的讨价还价;充分调动一切积极因素,实现场外配合取胜,等等.

Abstract:During the period of the Chongqing negotiation, that the Communist Party ,except in the negotiating ability, was in a inferiority in all the ways-the rival part was stronger than the Communist Party in the military force, the success of the negotiation for the Communist Party was more important than for the Guomingdang, and the negotiation settings for the Communist Party were advantageous as well as disadvantageous had the Communist Party be in the disadvantageous position in the whole. Moreover, the Communist Party could not and should not meet the harsh terms desired by the rival part. One of the very important causes that the negotiation could end in success with the Agreement lied in a series of negotiating strategies effectively used by Mao Ze-dong and Zhou En-lai.
