中国政治体制改革的出发点和突破口

总结我国30余年的改革，经济体制改革和行政体制改革往往走在前面，而政治体制改革却时常处于滞后的状态，究其原因，主要是长期以来，我们对政治体制改革的出发点和落脚点或探讨得不到位或抓得不扎实。而对于政治体制改革的突破口则有时选择得不准确，由此使改革往往难以达到预期目的。总结历史经验，我国要继续推进的政治体制改革的出发点和落脚点应是：发展更加广泛、更加充分、更加健全的人民民主，要使政治体制真正成为推进社会主义市场经济发展的保障，实行社会主义法治，使权力在阳光下运行。当前，我国政治体制改革的突破点应是：建立健全大部制，健全、完善人民代表大会制度。

On the Starting Point and the Break-through of China＇s Political System Reform

The review of Chings 30-year-odd reform has proved that the reform of economic sys-tem and administrative system often goes ahead, while the political reform has often been lagged be-hind. The reason is that China has not put much attention to the starting point and the foothold of the political system reform. What＇s more, sometimes, the government did not choose a right break- through for the political system reform, which could not lead the reform to the expected aim. The his- torical experience proves that the starting point and the foothold of the political system reform should be fully developed into a more extensive and perfect democracy of the people, to let the political sys- tem as the guarantee for the development of the socialist market economy, to implement the socialist legal system and to run the power openly and justly. Nowadays, the break-through of the political sys- tem reform should be the establishment and improvement of the super ministry system, and the per-fection of people＇s congress system.
