试论我国产业结构调整中的政府角色定位

产业结构的调整升级是我国经济持续发展的关键环节。目前产业结构不合理已成为制约我国经济持续增长的瓶颈。产业结构调整中面临着投融资体制扭曲、条块分割壁垒、社会保障建设滞后及微观经济主体动力缺失等体制性障碍,而这些障碍的存在都与政府职能的“越位”与“缺位”相关。因此,在产业结构调整中,应合理界定政府、市场与企业三者的功能,政府职能的发挥应立足于市场机制的作用,在制定合理的产业政策的同时,努力营造产业持续创新的环境。

Tentatively on Positioning Government Role in the Adjustment of China's Industrial Structure

The adjustment and upgrade of industrial structure is the key link to a stable development of our economy. At present, the industrial structure is unreasonable, and it has become the bottleneck of sustainable progress in our economy. However, in the adjustment and upgrade, there are some institutional obstacles including unhealthy investment and financing system, various barriers in each level organization, backward social security building and lack of authority in microeconomic subjects. And these obstacles all result from the over-power or less-power of government's function. Therefore, during the adjustment of industrial structure, we should define the functions of government, market and enterprise in a rational way, base on the role of market mechanism to play government's function, and make great efforts to build the environment of continuous innovation for industry.
