变国家优势为企业优势——论国际贸易企业的“主体”地位及其重要性

WTO替代GATT,不仅其规则涵盖的范围扩大,约束程度加强,而且对民族国家政府行为不断地"侵夺".于是,一方面是各国纷纷放松规制,另一方面是企业的购并和"合作"浪潮.这意味着国际经济竞争的重心正在从国家层次转向企业层次.本文从发达国家企业竞争力与国家竞争力乖离的现实出发,结合国际贸易理论发展演变的特点,指出我国经济发展战略的理论基础应定位于企业竞争力之上.因为不管是静态的还是动态的比较优势,都不能直接体现为一国的竞争优势,而必须将其转化为企业的竞争力.所以,应把握企业主体的上升趋势,促进国家竞争力向企业竞争力转化.

Changing the National Superiority to Enterprise's Preponderance --on the Principal Part of Enterprise and It's Importance

GATT was replaced by WTO.WTO has been expanding it's influence,on the one hand ,many governments loosen regulation. on the other hand,the enterprices annex property. Owing to the character of development and evolution of international trade theories and the deviation of the competitive power of enterprises from the national competitive power in developed countries,we should place our theoretical foundation of economic developing strategy on enterprises'competitive power.Neither stratic nor dynamic comparative can embody directly competitive advantage of a country,and it should be converted to the competitive power of enterprises.Therefore,we must hold the upward tendency of enterprises and promote the conversion from the national competitive power to the competitive power of enterprises.
