| 摘 要： | 排污权交易是污染物防治的一种重要经济手段.当前,我国将SO2作为最主要的大气污染物控制对象,提出了明确的减排任务和目标,但政策实施的效果却很不理想,究其原因是制度设计上存在问题.美国在SO2污染物防治方面的制度安排是排污权交易,在实践中取得了显著成效,其成功经验对我国的SO2排放和减排有着重要借鉴意义.研究排污权交易可以为我国开展的SO2减排工作提供有效的政策工具.
