| 摘 要： | 宪法是国家的根本大法,是治国安邦的总章程,宪法的修改应该体现维护宪法稳定和实现宪法与时俱进的有机统一.十届全国人大二次会议通过的宪法修正案对宪法的修改,凝聚了全党全国人民的集体智慧,体现了时代精神,适应了我国社会发展的要求,必将更好地发挥国家根本法的作用.

| Abstract: | Constitution is national law and is general regulations to manage a country. The amendment of constitution should be unity of keeping stable and times progress. The constitution amendment, which was approved on the second meeting of tenth NPC, is an embodiment of the wisdom of Chinese Communist Party and Chinese People, embodies times spirit, meets the requirement of social development and will play better role in law enforcement. |
