实现创新教育的关键在于国家要创造一个好的创新环境。这就是说，要从上至下进行更深层次的观念转变；要少一些宪法和法律之外的条条框框，少一些理想和爱国之外的清规戒律，鼓励思维的开放性，增强思维的弹性，给人的思维限制越少越好；少一点“创新非一般人可为”的智慧神秘感；认识到创新教育最原始的出发点是“以人为本”，提倡实心、实言、实行和求真务实。
