浅议土地政策变动的影响因素

家庭联产承包制使中国在农业上取得巨大进步,但随着市场经济的发展,土地使用权的流转,现行的土地家庭承包制度的边际效用急剧递减,已呈现出许多问题：粮食安全隐患、农村土地产权不明晰、农户土地经营规模小、阻碍土地资源市场配置等。为使土地政策适应生产力发展要求,从农民、土地与国家政权的关系角度切入,阐述土地政策的重要性,继而分析土地政策的变动影响因素,概括变更原因及内容,以更好的对土地政策进行调整,发展农村经济,建构新型农村生产体系。

On Influencing Factors of Land Policy Modification

The household contract responsibility system made great agricultural progress in china.With the rapid development of market economy and the circulation of the land use right, the marginal utility of current land system of household contract has decreased sharply and presented many problems such as food security trouble, unclear rural land property rights, small scale of land management, and market allocation block of land resources.From the farmers’land and the state power relationship perspective, this article expounds the importance of the land policy and analyses the influencing factors of the land policy modification.It also summarized modification reasons and contents to make better adjustment to the land policy, develop rural economy, and construct the new rural production system.
