论农村人口流动视域下的农民政治权力保障

近些年来,大量农民以非户籍迁移的方式进入城市务工。这种大规模的非户籍迁移性质的人口流动给留在农村的农民和外出务工的农民的政治权力行使都造成了巨大的冲击。首先分析了农村人口流动给农民政治权力行使造成的挑战,进而提出农民政治权力保障应遵循的实效性原则、便利性原则和渐进性原则,最后从农村村民自治制度调整、农民行使政治权力的方式和外出务工农民在务工地政治权力的保障三个方面探讨了农民政治权力的保障问题。

Rural Population Mobility and Guarantee of Farmer＇s Political Power

Large numbers of farmers are flowing into the urban area without transfer of census register in recent years, which made enormous impact on farmers’ political power.This article first analyses the challenge of rural populationflow to farmers’political power, then puts forward guaranteeing principle——effective principle, convenience principle and progressive principle, and finally discusses guarantee measures from the system adjustment of villager self-governance, the exercise means of farmers’ political power and the guarantee of migrate workers political power.
