The Problems and Countermeasures in the Development of Liaoning's Small Towns

Through analyzing the problems in the development of Liaoning's small towns such as small scales, programming lags, management lags, non predominant local features and short of construction funds, this article puts forward some countermeasures including reinforcing central towns development, regulating plans, adjusting reforms and economic structures, developing the integrations of agriculture and industry into commerce, constructing the towns' social guarantee system, improving the town's abilities of persistent development, developing characteristic culture and establishing small towns' investing and financing systems.
