质量立法与经济高质量发展的关系研究

在分析质量立法内涵及作用的基础上,利用1978～2016年省际面板数据,实证检验了质量立法与经济高质量发展的关系,结果发现,我国质量立法相关的规范性文件对推动经济高质量发展的效果不显著。分时间段进行回归的结果表明:两者关系在时间序列上呈现不断改善的趋势。分地区进行回归的结果表明:东部地区经济发展速度较快、对外开放程度较高,能够引领全国层面的质量立法;中部地区能因地制宜出台质量领域的规范性文件,并在国家出口导向战略的影响下,推动地区经济高质量发展;西部地区普遍存在政府在资源配置过程中作用突出、产业结构转型困难等现象,难以通过质量立法提高全要素生产率。未来首先要梳理、完善质量领域现有法律法规,针对现有质量立法中存在的突出问题进行修订,然后加快研究、制定并适时出台《中华人民共和国质量促进法》。

A Study on the Relationship between Quality Legislation and High-quality Development of Economy

Based on the analysis of the connotation of quality legislation and its impact on high-quality development of economy, this paper looks into their relationship empirically by applying provincial data in China from 1978 to 2016. The result shows that the coefficient between quality legislation and high-quality development of economy is significantly negative, which means that in the past decades, laws and regulations in quality legislation haven''t promoted the growth of TFP in China. The results of regressions divided by time periods show that the relationship has been in the process of continuous improvement. The results of regressions divided by regions show that eastern regions have led quality legislation in country level with the rapid development of economy and high level of openness.The central regions have headed for high-quality development road with introducing laws and regulations in quality legislation locally and properly.The western regions have failed in promoting TFP with the strong power of government in resource allocation and difficulties in structural change. Quality legislations should be improved after the intrinsic nature being deeply explored, thus establishing the laws of quality promotion in the future.
