转变发展方式 建设低碳经济

改革开放30年来，中国经济建设取得巨大成就，但同时也面临日趋严重的环境问题；所以，我国要改变原来的经济发展方式，建设低碳经济。中国正处于工业化及城市化快速发展期，以煤为主的能源结构使中国二氧化碳排放处于世界前列；但人均排放仍大大低于发达国家，因此中国应承担共同但有区别的减排责任。传统产业节能减排，发展循环经济，是走向低碳经济的第一步；发展先进制造技术和采用物联网是走向低碳经济的突破点；调整能源结构，发展核能与可再生能源是建设低碳社会的基础。倡导低碳节能的生活方式，是建设低碳社会的根本保证。
