| 摘 要： | 劳动监察制度的生成既有历史的必然性，也有现实的依据，此外人权观念的勃兴和人权运动的兴起也对劳动监察制度产生了重要的影响。劳动监察制度既是劳动法制的一个有机组成部分，同时也是劳动法制继续发展的必要保障，不仅有助于建设和谐社会和贯彻核心劳工标准，也有益于促进企业间的公平竞争和实现劳动者的劳动权。

| Abstract: | The formation of labor inspection system has both the historical necessity and the realistic base. Besides, the boom of human rights concept and the rise of human rights movement have also greatly affected the labor inspection system. The labor inspection system is an organic part of labor law and is the necessary guarantee of labor law＇s sustainable development. It is helpful not only to the construction of a harmonious society and the implementation of the core labor standards, but also to the improvement of the fair competition among enterprises and the realization of the labor rights of laborers. |
