执政合法性问题是关系政治秩序的稳定性和尊严性的重大问题,直接决定政权的获得和巩固,是执政党不能回避的根本问题。为此必须确立顺应民意的科学的绩效观,维护人民的利益和促进大多数人的全面自由发展,构建中国共产党执政合法性的群众基础;塑造法理型权威,建设法治型政府、参与型政治、责任政治和程序政治,构建中国共产党执政合法性的制度基础;同时要保持意识形态的与时俱进性,强调主导意识形态的优势,不断开拓现代意识形态资源并增强意识形态的包容性和亲和力,完善和优化政治社会化的方式,以构建中国共产党执政合法性的价值基础。

Three Dimensional Perspectives on Constructing the Foundation of the CPC's Governing Legitimacy

The governing legitimacy is the basic question that the incumbent party cannot avoid, since it is related to the stability of political order and the dignity, and decides directly the acquisition and consolidation of the political power. There are three things for us to do for the construction of it: first, we must establish more scientific view of achievements accommodating the public opinion, maintain people’s interests, and promote free and comprehensive development of the majority to construct the foundation of governing legitimacy of the CPC suiting to the people’s interests; second, we must establish legal-rationality, which includes law government, participating politics, reasonability-holding politics, and procedure politics, to construct the foundation of governing legitimacy of the CPC suiting to regulations; third, we must maintain the ideology to keep pace with the times, emphasize the superiority of the dominant ideology, and develop unceasingly up-to-date resources and enhancement ideology and consummation and means of optimizing the socialized politics to construct the foundation of governing legitimacy of the CPC suiting to values.
