社会保险改革的制度突破与私有化前景

文章认为实现社会保险改革成功的关键,在于达到对原有危机制度的有效突破并建立起新的适合未来发展需要的新制度。文章在对制度的层次性、互补性和路径依赖性的重要作用阐述基础上,对当前世界上流行的社会保险私有化趋势,从文化、社会、经济、政治等方面分别作了分析。最后,作者对社会保险制度改革私有化前景的可能性、模式及其实质进行了总结,并在对相关私有化改革国家的实际效果的评述基础上,对中国社会保险改革的基本方向作了初步的分析。

The Institution Breakthrough and Privatization Prospect of Social Security Reform

This article points out that the key of success in social security reform is effective breakthrough in old crisis institution and establishment of a new institution which meets the future development demand. The paper emphatically discusses the important role of the levels, interrelation and path dependence of institution, and analyzes the trend of security privatization from cultural, social, economic and politic aspects. Finally, this article summarizes the possibility, model and essence of prospects of social security institution reform, and, on the basis of discussion on actual effect of privatization reform in some countries, primarily analyzes the basic direction of social security reform in China.
