| 摘 要： | 随着社会保障制度的建立和完善,各项社会保障基金的收支、结余规模迅速增加,占国内生产总值比重越来越大.为健全社会保障制度,加强对社会保障资金的管理,必须建立社会保障预算.根据我国国情,宜采用一揽子社会保障预算模式,其收支内容应包括社会保险税收入、财政性预算补助收入、基金投资收益、养老保险支出、失业保险支出、医疗保险支出等.

| Abstract: | With the establishment and perfection of the social security system, the amount of income, outlays and surplus of various social security funds is increasing rapidly and covering greater proportion of the gross national product.Therefore, it is necessary to establish the social security budget in order to perfect the system of social security and strengthen the management of social security funds. According to the specific conditions of our country,we can adopt the package mode of social security budget. The revenues include those from social insurance tax, financial budgetary subsidies and investment of funds.The outlays consist of those of endowment insurance, unemployment insurance and medical insurance. |
