It is of great importance to make a thorough investigation of current state of the institutions of higher learning in areas of different levels of economic development in order that the reform of higher education should have a steady,healthy, and sustainable development.The institutions of higher learning in the underdeveloped regions should have ,under the overall strategies of the reform of the education and teaching,a partial breakthrough and create their characteristics of education.Some institutions of higher learning in Hunan and Guangxi provinces have done some unique work in moral education and in the reform of cadre and personnel systems.What they have done is worthwhile for us to learn and adopt in their ensuring systems to deepen the reform in terms of establishing next to perpect moral principlels and personnel management.
