安徽省集体林权制度改革回顾及政策建议

从新制度经济学的视角对安徽省集体林权制度改革背景、所取得的成效及存在的问题进行了回顾,提出了促进集体林业可持续发展的政策建议。作者认为,虽然安徽省集体林权制度改革已取得了明显的成效,但仍然存在林权纠纷不断、林业金融发展滞后、资本下乡影响农民就业、森林保险短缺、生态公益林补偿标准偏低、林业税费过重等问题,进一步深化林权制度改革客观上要求进一步贯彻落实中央林改精神,积极推进林地林木流转,加大林业信贷的政策性扶持力度,扩大森林保险覆盖面,引导林农参加森林保险,积极开展生态林规模化承包试点,减免林业税费,加大林业行政管理体制改革力度。

A Retrospect of and Policy Suggestions for the Collective Forestry Land Property Right Institution Reform in Anhui Province

Based on a survey of the achievements and problems in the reform of collective forestry land property right institutions,the paper puts forth related policy suggestions form the viewpoint of neo-institutional economics.The authors believe that there still exist some problems such as constant property right disputes,undeveloped forestry finance,contradictions between peasant employment and external capital and lack of forestry insurances in spite of the fact that great achievements have been made.In order to promote the sustainable development of forestry,it is necessary to further implement the policies of forestry land property right reform made by the central government,encourage the transaction of forestry land and products,speed up the development of forestry finance and insurances,provide forestry enterprises and peasants with more financial support,encourage peasants to buy forestry insurance contacts,actively make the experiment of responsibility system for the scale development of ecological forestry,and speed up the reform of forestry administration,etc.
