| 摘 要： | 节能减排工作频繁遭遇“降低一反弹”表明在节能减排战略实施过程中仍存在一定的问题。问题的主要原因是节能减排指标属于政策性目标，具有重要性、可协商性、可变通性，客观性以及不可追究的特征。要克服这些特点所带来的负面效应，需要建立起法律与政策的长效综合机制。其中，着重需要加强节能减排指标实现的法律保障体系，一是要将最新的节能减排理念纳入到《能源法》耄中，二是要完善节能减排目标责任制，为节能减排指标的实现提供制度保障。
