论我国教育管理方式转变的途径

深化教育管理体制改革是实现教育发展方式转变的客观需要和主要途径。当前教育管理方式存在的政府整体统筹不力、教育拨款制度不合理、学校人事管理制度落后等问题已成为制约我国教育可持续健康发展的瓶颈。迫切需要破解教育管理中的深层次矛盾，消除教育发展的体制机制障碍，以增强教育发展的活力。具体对策如下：要加强宏观调控，改革教育行政管理方式；转变政府管理职能，理顺政校关系；建立现代学校制度，完善学校内部治理结构。

Ways of Transforming Chinese Educational Management

Deepening the reform of the educational management system is the practical need and also the major way to achieve the transformation of educational development. Current educational management has such problems as ineffective government regulation, unreasonable education funding system, and backward school personnel management system and they have become the bottleneck constraining the sustainable and healthy development of China＇s education. In order to enhance educational development, we need urgently to solve some deep-rooted contradictions in education management, and eliminate institutional barriers in the development of education. Therefore, it is necessary to strengthen macro- control, reform the education administrative approaches, transform the role that government plays, and straighten out the relations between the government and schools in order to establish a modern schooling system and improve the internal structures of school management.
