| 摘 要： | 随着科学技术的发展和应用,科学技术对经济增长的贡献越来越大,而科学技术就是依靠人才来实施的。振兴东北老工业基地,关键在于实施与产业结构调整相适应的人才战略,即黑龙江省在发展经济的同时,也要在培养人才、吸引人才、用好人才等方面进行构思。

| Abstract: | Along with the development and application of science and technology,the science an technology play an increasingly important role for economic growth and scientific and technological advances will rely on the human resources.The key to reinvigorating old industrial bases lies in implementing the stralegy for suiting the industrial restructure.While developing Heilongjiang provincial ewnomy,we should consider some aspects,such as training,attration and use of human resources. |
