农村合作金融改革与发展的制度分析——基于存量与增量的二维视角

2007年8月海南农信社省联社的成立,标志着农信社新管理体制框架基本成型。为更好地促进下一阶段农信社改革及整个农村合作金融发展,该文在分别对农村合作金融存量与增量作出制度经济学分析的基础上,揭示农村合作金融"存量改革难"与"增量发展受阻"的深层原因,并对发展农村合作金融提出相应的政策建议。

System Analysis on the Rural Cooperative Financial Reform and Development

The founding of the provincial joint co-op of Hainan Agro-credit Co-op in August 2007 marked the basic formation of new managing system frame of agro-credit co-ups. To promote the later reform of agro-credit co-ups and the development of cooperative finance in the whole countryside, the paper, on the basis of analyzing system economics to the stock quantity and increase quantity of rural cooperative finance respectively, reveals the deep cause of ＂stock quantity reform difficult＂ and ＂the development of increase quantity blockaded＂ and also puts forward some corresponding suggestions in developing rural cooperative finance.
