| 摘 要： | 中小企业融资难的成因是多方面的，其实质在于市场失灵。地方政府如果能够利用自身优势，就可以推动中小企业融资问题的解决。地方政府应从优化区域制度安排、发展地方性中小金融机构、加快地方担保体系建设、规范民间金融业发展、开拓区域性小额资本市场等方面来构建地方融资支持体系，为中小企业顺利融资提供有力保障。

| Abstract: | The financing difficulties of SMEs are of various sources, yet the fundamental problem is the malfunctioning of market. Local governments can help resolve this problem. They should set about constructing a local financing support system for SMEs by perfecting regional systemic arrangement, developing small and medium-sized regional financial institutions, speeding up the building of regional guarantee system, standardizing operation of private financial industry, and opening up regional smallsum capital market. |
