发展"第三部门"与构建和谐社会

第三部门有两个显著特点:一是它不以赢利为目的;二是它既非政府部门,又非企业部门,而是介于两者之间、弥补两者功能不足的一种社会组织。从总体上看,我国的第三部门分为两类。第三部门应该有一个的大发展,才能使我们的社会成员普遍享受到经济发展的成果,才能使社会更加和谐健康发展。要促进社区公共服务组织的繁荣,充分发挥志愿者组织及志愿者的积极作用,注意发挥慈善机构的作用,创新公益型组织服务社会的方式方法。

The Development of the Third Units And the Construction of Harmonious Society

The third Units have two remarkable characteristics: One is that their goal is not to make profit;another is that they are neither the department of government,nor the department of the enterprices.They are in the middle of the two parts,and compensite for the leaving area of the two kinds of the social organozations.On the whole,the third units of our country can be divided into two parts.They should be developed greatly.Only in this way,can the members of our society enjoy the fruit of economy commonly,our society can develop harmoniously and healthily.We should enhance the prosperity of public social organizations,encourage the volunteer organizations and the volunteers play more important roles.Pay attention to enhancing the charitable organizations' roles.Create the public organizations' moulds and ways to serve for the society.
