论新农村建设背景下欠发达地区乡镇政府改革

乡镇政府是距离农民最近,最了解农民的基层政权,毫无疑问应该适应形势,深化改革,成为拥有较多公共资源、行为公正高效、监督约束到位、真正为农民负责的基层政府。这样才能发挥其职能,为新农村建设作出不可替代的贡献。本文立足于新农村建设背景,以西部欠发达地区城固县乡镇政府为对象,理论与实践相结合,探讨乡镇政府改革的意义,找出并分析其工作泛化和职能缺失的问题及原因,提出了调整乡镇政府行为思路、合理划分权责、优化机构设置和运行机制、建设法治政府、提高公务员综合素质等五条改革途径。
