摘    要:以人力资源管理理论为指导,分析了当前我国中小企业用人机制存在的问题,强调企业必须转变用人观念,完善用人选拔机制,构建科学的教育培训体系,建立人才引进与稳定机制,优化激励与约束机制,从而提出了建立和完善各项用人机制的措施,有利于促进人才队伍建设走上制度化的轨道,提高企业的人才竞争优势。

Abstract:This paper has taken human resource management theory as guiding principle, analyzed present problems of small and medium -sized enterprises'personnel mechanism in our country, and stressed that enterprises must change personnel ideas, improve the personnel selection mechanism, construct the scientific education training system, set up the mechanism of talent intro- duction and stabilization, optimize the incentive and restrictive mechanism, put forward countermeasures of setting up and improving each personnel mechanism; thus promoting the talent troop construction to step onto the institution track, enhancing the enterprise talent competition advantage.
