摘    要:在市场经济条件下 ,由于人才结构的矛盾以及社会发展和人才自身发展的需要 ,市场配置人力资源日益突出 ,人才流动不可避免。面对高等教育迅速发展的形势 ,高校应努力营造良好的人才成长、发展环境 ,在积极发挥广大教职工办好高教事业的积极性、留住人才的同时 ,采取有效措施 ,积极引进优秀人才 ,建设一支实力雄厚的教师队伍 ,这是高校发展应该解决的首要问题

Abstract:Under the impact of market economy, the problem of talents structure is becoming all the more serious. With the social and personal development, the flow of talents is unavoidable, so the allocation of personnel is increasingly important. With the rapid development of higher education, colleges and universities should create a good environment for talents development. The first and foremost task for the college development is to take effective measures to bring the initiative and ability of current teachers into full play while introducing talents to build a strong teaching team.
