| 摘 要： | 公民参与是民主的内在要求,是公民社会的有机要素,而增进高品质的公民参与是非营利组织的重要使命之一。通过揭示非营利组织发展与公民参与的内在联系,非营利组织在推进公民参与进程中的特征,为增强非营利组织在公民参与进程中的作用提供可行性建议,如加强自身建设提高参与能力,营造有利于作用发挥的外部环境等。

| Abstract: | Citizen participation is the inner requirement of democracy and an organic element of civic society,while promoting the citizen participation of high level is one of the missions for non-profit organizations.By revealing the inner relation between the development of NPO and citizen participation,and the characteristics of citizen participation in its progress,the author of this article puts forward some functional suggestions that strengthen the role of NPO in the progress of citizen participation,such as improving participating capabilities by emphasizing self-construction,cultivating external environment favourable for the play of its function,etc. |
