全球价值链下的中国产业升级思考

全球价值链理论为发展中国家的产业升级提供了理论支撑。研究表明,发展中国家有希望通过主动嵌入发达国家主导的全球价值链实现产业流程升级和产品升级的目的,但是发达国家的主导企业并不会主动为发展中国家的功能升级提供条件,反而会采取种种措施进行溢出截断。中国为了成功实现价值链的攀升,需要更加重视企业内生能力的培养,创造保护内资企业的制度环境,引导企业重视本地市场,并积极创造条件提升跨国企业的根植性。

Reflect on Global Value Chain and Chinas Industrial Upgrading

The Global Value Chain theory provides the support for the upgrading in developing countries.Many studies have shown that developing countries can upgrade industries through embedding in Global Value Chain led by the developed countries.However,the leading firms will not initiatively help the developing countries to upgrade;instead they will take measures to cut off spillover effect.This paper proposes that to upgrade successfully in this globalization background,China should pay much attention to developing enterprise endogenous capabilities,to protecting domestic private enterprise equally compete with other enterprises,to instructing the enterprises put more attention to domestic market,and to developing positive conditions and environments to promote the foreign enterprise’s embedment in the local space.
