我国新时期的人力资源开发与扩大效益就业

摘    要:人力资源开发能有效提升人力资源质量、就业能力及其有效贡献,具有多重扩大效益型就业的积极机制。在当前我国企业冗员多、结构性失业和城乡潜在失业大量增加的关键时期,人力资源开发更是扩大效益就业和根本缓解这种双重压力的最有效手段。因此,当前我国应采取倾斜性人力资源开发政策,重点提升人的就业能力、效率(效益)与敬业精神,扩大效益就业的规模与领域并以此促进"效益就业大国"目标的最终实现。

Abstract:Human resources development can promote the manpower resources quality, the employment ability and its effective contribution effectively. It has a multiple positive mechanism of expanding beneficial employment. At present it is a key period of many supernumerary in the enterprises and of increased structural unemployment and potential urban and rural unemployment. The human resources development is the most effective measure of expanding the beneficial employment and alleviating such double pressure especially. So our country should adopt the sloping human resources development policy, promote the employment ability, efficiency(benefit) and professional dedication of people especially at present and expand the scale and field of the beneficial employment and thus promote the realization of the objective of "big beneficial employment country".
