关于我国农村社会养老保险的思考

文章论述了我国农村社会养老保险工作的发展历程 ,分析了当前农村社会养老保险工作中存在的问题 :社会互济性少 ;农民社会养老保险意识差 ;农村社会养老保险基金的来源和安全有效问题等。提出了在我国农村要建立以“家庭——社会基本养老”为基础的多层次养老保险体系 ,加强农村养老保险基金的安全运营和保值增值 ;加强农村社会养老保险的法制建设 ;加强宣传和引导 ,提高农民的社会保险意识。

On China 's Countryside Endowment Insurance

The paper discusses the developing course of China's countryside social endowment insurance, and analyzes its existing problems--too less social mutual benefit, farmer's lack of consciousness of social endowment insurance, problems of the source, the security and the efficiency of the fund. The paper then points out that a multi-level endowment insurance system should be set up in the countryside based on "family--society basic endowment"; the fund of the countryside endowment insurance should be carefully administered to guarantee its operation security and value retention and value addition, legal system construction should also be strengthened in this field and farmers' consciousness of social endowment enhanced by reinforcing propaganda and instruction.
