对粮食安全几个理论问题的认识

粮食安全的概念应进行适当修正与完善。中央与地方、主产区与主销区、粮农与其他农民之间都应进行粮食安全的分工与合作。在粮食禁运问题上,粮食武器是存在的;全面的粮食禁运是极端的;中国有遭受国际粮食禁运的风险。我国应培植与保护生产能力,控制粮食产量,推进粮食生产的区域专业化和集中度,进一步加大对农民补贴的力度,积极应对国际市场的变化。

Theoretical Issues on Grain Security

The conception of grain security should be revised and perfected.The division and cooperation about grain security between central and local governments,between production and consumption areas,between grain-farmers and non-grain-farmers should be promoted.As for international grain embargo,it is possible that grain is used as a weapon.Although full-scale grain embargo is but the extreme case,China does risk international grain embargo.So,China must cultivate and protect its grain production capacity,control grain production,promote the specialization and concentration of grain production areas,offer substantial subsidies to grain growers,and make full use of international grain market.
