| 摘 要： | 构建社会主义和谐社会必须发挥政府行政管理的主导作用。和谐社会是以人为本的社会,政府管理要坚持以人为本的基本行政理念。以人本行政理念为指导,必须选择民主行政模式,民主行政模式是和谐社会的基本行政模式。落实人本理念和民主行政,必须打造公共服务型政府。

| Abstract: | Public administration practiced by the government must be given a leading play in building a socialist harmonious society.A harmonious society is a human-orientated society in which the government should comply with the human-based ideology in its administration.To hold this ideology,the government should implement democratic administration which is the basic administration mode for a harmonious society.Furthermore,a public service government is also needed in carrying out the human-based ideology and democratic administration. |
