官本位意识的历史成因及对策

摘    要:官僚特权制度,官为贵的社会等级制度,一元的人才培育、选拔、激励制度,是官本位意识的历史成因。官本位思想弊害深重,既造成人力资源相对过剩,科技、工商人才奇缺,又因官位资源稀缺,导致官场恶性竞争。推进社会多元发展,使社会精英多向分流,是克服官本位意识的根本途径。

The historical origin and resolution of official standard consciousness
Abstract:The historical origin of official standard consciousness is official privilege system, social hierarchy in which official is noble, unitary system of educating, selecting and encouraging talented people. The official standard consciousness is very harmful, it results in the excess of human resources and the sharp shortage of talent in science-technology and industry commerce. Because of the shortage of official positions, it causes vicious competition in official circle. Promoting society to develop pluralistically and encourage social elite to be em ployed pluralistically is a basic way for overcoming the official standard consciousness.
