| 摘 要： | 土壤污染的特殊性决定土壤污染防治具有预防和整治双重目标。构建我国的土壤污染防治法律体系,应选择预防与整治分别立法的模式。一方面要完善与土壤污染预防相关的立法,当前最为亟需的是农药、化肥安全立法;另一方面应制定一部单独的《土壤污染整治法》。
