城市化战略的思考

逐步推进城市化,努力实现城乡经济良性互动,是中国“十五”期间乃至更长一段时期实施经济结构战略性调整的重要任务之一。在我国,城市化滞后已是一个不争的事实。城市化是个量变和质变同时发生的过程,是一整套复杂的体系变迁,牵涉到各方面的问题。通过对我国城市化现状的分析和城市化的动力探索,指出我国加快城市化进程的必要性、紧迫性和可行性,以探讨推动城市化发展的方向。

On China's Urbanization Strategy

To promote the urbanization and realize the positive interactions between cities and countries is the premier tasks China should deal with while carrying out the restructuring economic strategy of urbanization in the 10th five-year plan or even a longer time.Urbanization is the product of the development of economy and society,the inevitable result of the development of industrialization and modernization,and it is also the trend of world history.It is generally agreed that our country's urbanization is lagging behind.Stepping into a new century,there appeared an "upsurge" of urbanization on both theory field and practice field.Urbanization is a process in which quantitative and qualitative changes are occurring at the same time.It is a transition of complicated system which will bring problems from all aspects.Because of the gradation of its process and scope,it's neither wise nor realistic for decision-makers to solve all the problems.According to the analyzing of the status quo and motivation of China's urbanization,this treatise points out the necessity,the emergency and the feasibility of speeding up urbanization and the road we should take.Then,based on the recounting of China 's urbanization goals,these goals will become more concrete and feasible.And then several urgent and realistic priorities of the strategy will be put forward at the last part of this treatise.
