人力资本与东北经济振兴

从促进经济增长的作用来看,人力资本在东北经济振兴中应起到重要作用。我们基于三类经济数据,建立了测算人力资本对经济增长贡献率的模型。模型结果揭示,人力资本对经济增长有明显的影响,代表发达经济的上海市人力资本对经济增长的贡献率最高,代表东北老工业基地的吉林省人力资本对经济增长的贡献率偏低,甚至低于全国平均水平。也就是说,落后经济与发达经济之间的差距很大程度上归因于人力资本对经济增长的推动作用不足。因此要实现经济振兴,东北老工业基地一方面要加大人力资本投资,另一方面要提高人力资本投资的产出效率,提高普通劳动者的平均技术水平。

Human Capital and Northeast Economy Promotion in China

This paper summarized the main ideas of economy growth coming from human capital and endogenous growth theories.A model about valuing the contribution rate of economy growth was built,based on three kinds of datum.The result is that human capital has an important rise to improve economy growth.The difference between undeveloped economy and developed economy is caused by the lack of rise of human capital on economy growth.Economy promotion relies on the quantity and the output efficiency of human capital investment.
