山东利用外资的质量和水平分析——基于FDI与进出口贸易关联性视角

利用外资的质量和水平应该主要通过FDI对产业升级和经济发展的贡献来体现。通过比较沿海主要省份FDI数据，指出山东利用外资的质量和水平和山东在全国经济中的地位相比很不相称，远远落后于广东、江苏和浙江，这种差异导致了省进出口贸易的差异。进一步比较山东省内17市FDI情况，选取1998--2008年期间山东17个市实际利用FDI与进出口贸易额数据进行计量分析，验证了FDI与进出口贸易存在高度关联性。据此分析山东FDI在总体规模、技术含量、行业与来源结构、区域分布、外溢效应等方面存在的问题，并提出相应对策建议。

Analysis of Quality and Level of foreign Capital in Shandong Province --Based on Coherence between FDI and FOreign Trade

By comparing with the major coastal provinces of FDI data,it pointed out that the use of foreign capital on quality and level in Shandong does not match with position in the national economy.The number and level of FDI in Shandong far behind in Guangdong,Jiangsu and Zhejiang,this difference comes from the height of FDI and foreign trade Relevance.Select Shandong Province data of the actual use of FDI and import and export trade during the period 1985-2008,it is quantitative analysis to verify the existence of a high correlate with FDI and foreign trade.With further analysis of 17 cities in Shandong Province FDI status quo,it points out FDI problems in Shandong and advices corresponding countermeasures and suggestions: the number of foreign investment to be increased,the quality needs to be improved,the structure need to be improved,layout needs to be balanced,function needs to be strengthened.
