加快农村市场化进程的基本途径研究

加快农村市场化进程是解决“三农”问题的关键。现阶段,应通过加快农村市场化改革、完善农村市场经济体制,来促进农村的市场化发展。农村市场化改革的重点应放在以下四个方面:一是要通过健全农村土地产权制度、发展各类合作经济组织和提高农民素质等,着力培育农村市场主体。二是通过推进土地使用权的合理流转、调整农业区域结构、加强农业社会化服务体系等,提高农业生产的社会化程度。三是通过加强农产品市场体系建设,完善市场服务功能,实现农村资源的市场化配置。四是通过健全法制、加大对农业的投入以及完善宏观调控体系,促进农业稳定、协调和可持续发展。

Research on the Speeding up the Market Process in China's Countryside

This article deals with speeding up the countryside marketlized process which is the focus of solving the problems of agriculture,countryside and peasants.At present,speeding up the countryside marketlized reform and completing the countryside market economic system will promote the countryside marketlized development.The importance of countryside marketlized reform lies in the following four aspects. Firstly,we cultivate the countryside market mass by completing the countryside land property system,developing kinds of co-operative economy organizations and improving the peasants'quality.Secondly,We promote the socialization of agricultural production by pushing the reasonable turning of the landed proprietary rights,adjusting the agriculture area structure,strenthening agriculture socialized services,and so on. Thirdly,we realize the marketlized distribution of the countryside resources by strengthening the landed products'marketlized system construction,perfecting the market service function and the market management standard.Fourthly,by completing the laws,increasing the investment to the agriculture,and perfecting macroeconomic regulation system,we develop the agriculture steadily,coordinately and sustainably.
