| 摘 要： | 面对西部地区能源资源供需矛盾突出、利用效率低下和环境污染严重的资源环境形势,节能减排作为一项操作层面的重要措施摆在突出位置.通过对西部地区经济发展进程中节能减排现状以及原因分析,应调整优化西部地区产业和能源结构,转变经济发展方式,建立西部地区节能减排指标统计、核算体系,评估监督机制完善节能减排的金融、财税政策.

| Abstract: | Energy-saving and emission-reduction, as an important operating measure, is taken to solve the problems such as conflicts between supply and demand of energy resources, low utilization efficiency, and serious environmental pollution in China western region. This thesis analyzes the current situation and reasons to explore adjustment of optimization the industrial and energy structure. It is suggested that the folowing measures should be taken： to change the mode of economic development, to establish statistical index, accounting system, and evaluation and supervision mechanisms, and to pefeet the financial and taxation policy. |
